Zero Tolerance for Graffiti A new trial scheme to signal a zero tolerance approach to graffiti was given the go-ahead last night. Councillor Jean Quinn , Liberal Democrat Cabinet Member for Streetscene and Transport Services said, “Graffiti levels are rising and it's time to send a clear message that this blight on our neighbourhoods will no longer be tolerated. “Using a partnership approach we can extend our current efforts, maximise the amount of graffiti removal taking place, and reduce the likelihood of graffiti re-occurring.” Councillor Quinn continued, “As well as improving the graffiti removal service the scheme should also deliver the added benefits of reducing anti-social behaviour, promoting civic pride and contributing to the rehabilitation of offenders.” “And by raising awareness of the problems associated with graffiti with young people the scheme should promote a council-wide zero tolerance approach to graffiti.” The zero-tolerance proposals were part of Wirral Council's Budget proposals, which were agreed at last night's Full Council meeting. Extract from the Budget proposals follows: Zero Tolerance for Graffiti £30,000 That a pilot 12 month graffiti removal scheme be established in partnership with the Probation Services, who will supply a team of young offenders on Community Based Orders, the Anti-Social Behaviour Team, the Fire Service, Tranmere Together and Technical Services to provide a full time service for the removal of graffiti not just from publicly owned buildings, but from residents' buildings and from businesses. That the removal of graffiti from private homes be provided free of charge. That the sum of £30,000 be allocated, in addition to the current budget for the removal of graffiti, to pay for necessary equipment and supplies. That Cabinet recognises that, as well improving the graffiti removal service, this initiative should also reduce anti-social behaviour, promote civic pride and contribute to restorative justice and the rehabilitation of offenders.
